Commissioned by the Rijksvastgoedbedrijf and the Atelier Rijksbouwmeester in The Hague, Fondere Architects developed the research document Gradations of Accessibility in 2025.
This document supports the ongoing research of Stadsatelier The Hague and presents a concise overview of the process, findings, and the design principles developed around the theme of accessibility. Based on a combination of research activities and workshops, it explores possible scenarios and approaches across different scales, from individual users to the urban context, offering inspiration for the (re)development of government buildings.
Process: The research was carried out in several phases, with two core workshops forming the heart of the project. Led by Fondere Architects, these workshops brought together designers and experts from the Rijksvastgoedbedrijf (RVB) and the College of Government Advisers (CRa). Through visualised concepts, design principles, and international references, participants explored different ways of shaping accessibility. This approach encouraged discussion and resulted in a shared framework for further reflection and development.
Design principles: The design principles are based on an analysis of a wide range of public and governmental buildings worldwide. The research examined how accessibility is addressed not only physically, but also socially and culturally. It revealed that approaches vary greatly, depending on factors such as organisational identity, function, and scale. Each principle operates at a specific scale and outlines potential scenarios for future design, inviting reflection on how government buildings can strengthen their openness, identity, and relationship with the city.
Value and relevance: The final phase of the research focused on the value of these design principles and their relevance for organisations that manage or use government buildings. It explores how applying these principles can enhance key values such as transparency, engagement, identity, and hospitality. In doing so, accessibility is framed not merely as a functional requirement, but as a strategic tool to improve the relationship between government and society.
Gradations of Accessibility demonstrates that accessibility goes beyond physical access alone. It also encompasses mental, social, and cultural openness — shaping how buildings invite, connect, and represent.
